Heidi Coggan RDHAP, BS

 My name is Heidi Coggan and I have been a practicing hygienist for 25+ years. I have been working part time in private practice and, for the last 12 years, as adjunct faculty at Southwestern College in the Dental Hygiene Program. I also recently sold my RDHAP business, Hygiene in Motion. I have served as the CDHA President Elect , CDHA President, CDHA Immediate Past President,  and as CalHyPAC Chair. I have been honored to serve as a CDHA San Diego delegate for CDHA on several occasions, since becoming an Active Member of CDHA San Diego.  In our local component, I have also served as the Registration Chair, MembershipChair, Alternate Trustee, Trustee, ADHA Delegate, and I am currently serving as Vice President of Professional Development. I have completed my term  as a board member of theCDHA Foundation as well.  All these positions have been fulfilling and I would love to continue to represent our component and be a part of the important decisions at a state level. I would be honored to serve as San Diego Component Delegate. `

Heather Dagley, RDH

I am a new professional currently working for Dr. Javaheri in Carmel Mountain. I serve with the San Diego component as the current Treasurer. I consider myself extremely lucky to be able to call myself a Registered Dental Hygienist. It is humbling to have the opportunity to improve a patient's oral health and provide the dental care and attention they require. It brings me joy when a patient is full of questions wanting to improve their oral home care.

While attending the dental hygiene program at Southwestern College, I was a member of the CDHA and had the pleasure of attending the House of Delegates as a student delegate. This was such an eye opening experience as I learned the process of how laws are written, discussed and passed for dental hygiene. I saw how important it is for Hygienists to be members of the association so we can have a voice in our career.Gratefully, I attended HOD as a delegate in 2022, 2023, and 2024;  I put in the work on the Reference Committee for 22/23. I would love to have the opportunity again to support my fellow Hygienists and join the San Diego component at the next House of Delegates.

Nadia Izadbakhsh RDH

I have been privileged to serve as a student representative for the California Dental Hygienists’Association, actively participating in advocacy and professional development.My volunteer experiences include school-based sealant programs, veteran stand-downs, and community health fairs, reflecting my commitment to public health and access to care.

Now a licensed Registered Dental Hygienist, I am dedicated to advancing my profession and plan to pursue an RDHAP license to better serve underserved communities. I would be honored to represent my colleagues and attend the CDHA House of Delegates, where I can continue contributing my passion, resilience, and diverse background to support our profession.

Maite Rodriguez is a RegisteredDental Hygienist based in San Diego, California. After graduating in May 2024, she quickly immersed herself in the profession and has since been gaining experience in both permanent and temporary dental hygiene roles. She became involved with the California Dental Hygienists’ Association (CDHA) immediately upon receiving her license and now serves as Chair of Registrations andMembership for the CDHA San Diego Component, where she focuses on fostering professional engagement and supporting the growth of the dental hygiene community. Passionate about patient care, professional advocacy, and continuing education, Maite is committed to advancing the dental hygiene profession and promoting oral health awareness.

My name is Savannah Hernandez and I am a registered dental hygienist based in San Diego. I have enjoyed attending local San Diego Component events, including student/recent graduate gatherings and the recent paint & sip, and I’m eager to continue growing my involvement.

For the past year, I have proudly served on the California DentalHygienists’ Association Government Relations Council, where I help monitor and support legislative issues that impact our profession. As one of the youngest members on the council, I bring a fresh perspective and a strong passion for advocacy while learning alongside colleagues with many years of experience.

My first experience with the House of Delegates was during dental hygiene school, when I spoke on the floor in support of dedicating budget funds toward social media outreach. I believe communication and modern platforms are essential for elevating the visibility and voice of dental hygienists today.

I am enthusiastic about the opportunity to volunteer with the San Diego Component at the upcoming House of Delegates in Newport Beach. Thank you for your consideration — I look forward to the chance to represent our community and continue advocating for our profession.

I would greatly appreciate the opportunity to represent our San Diego dental hygienists at the 2025 House of Delegates. I currently serve asTreasurer of our local component and have previously held a variety of board roles, including Membership Chair, Legislation Chair, andPresident.

Advocacy for our profession is the drive behind my involvement.While serving as President, I actively participated in efforts to protect our scope of practice - spoke at the San Diego County Board ofSupervisors meetings, appearing on local news stations, and collaborating with the San Diego County Dental Society’s President to discuss clear guidance to help protect both our patients and ourselves as providers during the COVID-19 pandemic.

At the state level, I spoke with legislators to voice opposition to AB2276, a bill that would have allowed unlicensed dental assistants, after limited training, to perform coronal polishing and apply pit-and-fissure sealants under direct dentist supervision. This posed serious concerns for patient safety and the integrity of our profession. Thanks in part to collective advocacy efforts,AB2276 did not pass. Most recently, I provided testimony in opposition to Sections 77–79 ofNevada’s SB495, a bill proposing the elimination of educational and licensing requirements for dental hygienists in favor of on-the-job training.

You can count on me to continue being a strong, visible advocate—on the ground and at the table—committed to protecting our profession, our patients, and the public. I would be proud to serve as your delegate and truly appreciate your support.

Lorraine(Lori) Gagliardi

I would be honored to serve as CDHA San Diego Delegate this year and hope you will consider me as an elected delegate. I have recent experience serving on Administration Council(Ad Council) this past year, our focus was on component and CDHA bylaws, revisions, and changes to CDHA scopes, parliamentary procedures. Last year I served as CDHASan Diego Alternative trustee, delegate, and reference committee chair at CDHA,HOD. In addition, I have spent multiple years being part of CDHA and local component in leadership roles. I am confident I will provide San Diego’s delegation and leadership with support, background knowledge, experience, and commitment to advancing the profession in my role as a CDHA SD delegate. My background and experience while serving in multiple leadership positions, is described below.

Lori Gagliardi, CDA,FADAA, RDA, RDH, Ed.D., has been an educator and consultant in both dental assisting and dental hygiene for over 45 years and in the field of dentistry since 1977. She retired from her position as a professor with the DentalAssisting Program and past Program Director at Pasadena City College and moved to be close to her children and grandchild in San Diego in 2022.

Dr. Gagliardi served for the Commission on Dental Accreditation (CODA 2002-2022), serving as chair and commissioner for CODA’s Dental Assisting Education Review Committee and site visitor. She is an author of the textbook Dental Health Education, LessonPlanning, and Implementation, now in its third edition, and a contributor to other textbooks, articles, and publications. As an active member of the dental community, Dr. Gagliardi has served in multiple roles as subject matter expert, advisory boards, delegate (CDHA, ADHA, San Gaabriel Valley andSan Diego) for organizations at the local and national levels since 1992. She is a member of the American Dental Assistants Association, California DentalAssisting Association; CDHA past president and current member of CDHA serving on Ad council, current member of CDHA San Diego. Lori remains active and committed to her role as a subject matter expert on topics related to dental health, leadership and education programs and courses.

She holds a doctorate in education and organizational leadership and a master’s in education with special emphasis on dental health education from the University of La Verne inCalifornia. She studied dental hygiene at the University of Southern California, and dental assisting at Pasadena City College.

2024 CDHA June HOD Summary

Life Membership Applications:

The House of Delegates approved Life Membership for Liz Moore and Tricia Osuna !

Dues Increase:

In order to remain solvent as an association and follow best business practices, the HOD approved a $20 increase in annual dues. There has not been a dues increase in six years. I

Government Relations update:

  • CDA and other dental associations are trying to expand the student to faculty ration which will give less attention to students, more difficulty graduating, and an added burden and pressure onto professors and schools that students are competent upon graduating.

  • SB 1451 is the Senate clean-up bill regarding the DIPSA issue which aims to close the DIPSA loophole issue for RDHAPs that have a brick-and-mortar practice. Should this change, these practices would be grandfathered in and not shuttered
